JOB SUMMARY
The Team Lead Human Resources provides support in the various human resources functions,
which include recruitment, staffing, training and development, performance management,
employee relations, compensation and rewards management. The person will be expected to
provide advice and guidance to managers and staff.
All activities must be geared towards maintaining the highest levels of service to all internal and
external stakeholders and clients, must be sensitive to children’s issues, must conform to the
guidelines and standards set by The Authority and to all legal, regulatory and statutory requirements.
KEY RESPONSIBILITIES AND DUTIES
i. Maintains the organizational structure by liaising with managers and developing job
descriptions, job requirements, and training and development plans for all positions.
ii. Prepares advertisements for vacant positions, do preliminary review of applications,
schedule and organize interviews and conduct interviews as required.
iii. Prepares and conducts orientation and inductions sessions for employees, perform
exit interviews and compile reports with recommendations.
iv.Researches compensation and rewards arrangements and provides information for the
development of compensation and benefit packages.

v. Coordinates and manages benefit programmes, provides information for the preparation
of contract bids, do preliminary review of submissions and make recommendations.
vi.Keeps employees informed by conducting educational programmes on benefits and other
arrangements.
vii. Monitors the performance management system, liaise with managers and
employees in the conduct of performance evaluations, and prepare reports and
recommendations on the system.
viii. Monitors organizational compliance with statutory requirements, research trends in
human resource management, make recommendations for changes, prepare policies and
disseminate approved policies as required.
ix.Monitors training plans and budgets, liaise with managers in the execution of training
arrangements and follow up with employees for reporting on training attended.
x. Updates human resource records by maintaining and filing all documents in accordance
with the Authority’s requirements.
xi.Provides support for the preparation of the annual pay and benefits budgets, staff training
plans, monitor expenditure, research and report on variances and implement corrective
action as required.
xii. Maintains professional and technical knowledge by attending educational
workshops, reviewing professional publications, and participating in professional societies.
xiii. Supports the development and maintenance of a team environment by performing
other related duties.
MINIMUM QUALIFICATIONS AND EXPERIENCE
● Bachelor’s Degree in Human Resource Management, Social Sciences, Management or
related field.
● Postgraduate certification in Human Resource Management will be an asset.
● Eight (8) to Ten (10) years experience in a Generalist Role in Human Resources
Management.
● Working knowledge of Human Resource management policies, practices, laws and
regulations.

● Knowledge of and experience working with Industrial Relations Laws and of the principles
of alternative dispute resolution.
● Forty (40) hour of certification mediation is an asset
● Knowledge of Human Resource Information Systems.
● Basic Finance knowledge would be an asset.
● Or an equivalent combination of training and experience.
